UPDATE
#2:
September 22, 2017 – After an extensive investigation by the Newark Police Department Traffic Unit, a Rule 9 arrest warrant was obtained for Todd A. Stillman for his involvement in a collision that occurred on 7/6/17 at 11:49pm on Elkton Road. The investigation determined that Stillman was operating a black Dodge Ram 1500 pickup truck when he struck Kelvin Dottin, 44, who was walking on Elkton Road in the area of Otts Chapel Road. Stillman did not stop at the scene of the collision. Mr. Dottin died as a result of the injuries he sustained in the collision. Investigators identified Stillman through a combination of physical evidence, surveillance footage, and interviews.
Stillman
was arrested on 9/21/17 after turning himself in at the Newark Police Department.
He was later transported to Superior Court for a bond hearing and released on
$10,000 unsecured bond.

July
7, 2017 at 9:45pm- The Newark Police Department continues to investigate an
early morning crash involving a pedestrian who was struck by a vehicle on
Elkton Road in the area of Otts Chapel Road. The initial investigation
has determined that the crash occurred on 7/6/17 at 11:46pm on the shoulder of
the southbound lanes of Elkton Road in the area of Otts Chapel Road. The
pedestrian, who has been identified as 44 year old Kelvin Dottin of Newark,
DE 19702, was found deceased on 7/7/17 after a witness reported seeing
his body on the side of the roadway at approximately 10:00am. The Newark
Police Department’s Traffic Unit is continuing to investigate this incident.

ORIGINAL:
July 7, 2017- At approximately 10 AM on this date a
witness reported seeing a body on the side of Elkton Road in the area of Otts
Chapel Road. Officers responded to the area and located a deceased male
on the side of the roadway. Investigators were subsequently able to
determine that the male was walking on the south side of Elkton Road when he
was struck by a vehicle, which was traveling southbound. The striking
vehicle fled the scene and the police department was not notified at the time
of the collision. Investigators have been able to identify the male
victim and are in the process of making notification to his family.
