Hourly Parking
Payment Methods
Payment is required when you park. Parking can be purchased two ways: Via the City of Newark multi-space parking kiosks and through the Passport Parking Application. Please read all signage nearby to ensure you are parking in a legal parking area and are using the correct kiosk or app for the space where you are parked.
Multi-space parking
Kiosks are located in City parking lots and on the sidewalks along the street where parking spaces are marked. You will need your license plate to pay as we enforce by plate. You do not need to display a receipt but may print one if you wish. If you have a ‘PC’ example PC00000 you need to include PC when entering your license plate.
Our Kiosks accept: Quarters, Dollar Coins, CC (Mastercard, Visa, Discover).

Passport Parking Application
In addition to our kiosks, the City partnered with Passport Parking to offer a pay-by-phone option. You can download the App from either the Google Play Store or from the Apple Store or pay online here.

Once installed and your account is setup, you will need to find the ‘Zone’ number for the area where you parked. Zone numbers are listed on signage along our streets, on the side of our kiosks, and, if geolocation is enabled, it will pop up in your menu.
The City of Newark is not the only paid parking provider in the downtown district, so please verify you are in a municipal parking lot or on-street municipal parking area before making payment. Ensure you are paying the right zone by verifying the zone is listed with the City of Newark, DE. The City DOES NOT use other mobile parking payment providers.

Payment is required unless noted by the City via public announcement or signage. No charge for parking Sunday 7 a.m. to 1 p.m.

Loading Zones and Hours
Handicap/ADA Parking
Complimentary parking is provided in ADA-marked spaces within municipally operated lots and at on-street locations equipped with multispace kiosks operated by the City. Vehicles displaying a valid HP placard or HP license plate are eligible for complimentary parking, subject to time limits that vary by location.
License plates, including DAV plates (Disabled Veterans) must have the special parking designation icon (wheelchair) displayed on it—to legally be allowed to park in ADA accessible/Handicap parking spaces. Otherwise, a valid handicap placard must be displayed from the vehicle’s review mirror.
Locations:
- On-Street ADA-Marked HP Spaces: Complimentary parking is limited to a maximum of 3 hours. After time limit, Payment is required.
- Municipal Lot ADA-Marked HP Spaces: Complimentary parking is limited to a maximum of 4 hours. After time limit, payment is required.
Please note that complimentary ADA parking on-street and in municipal lot locations cannot be combined to extend parking duration. For example, you cannot park on-street and then move to a municipal lot to gain additional free hours
